Biography

Dhawi Al-Otaibi is an accomplished professional engineer with a vast experience in the oil and gas industry. He has held various positions in companies such as Saudi Aramco and SATORP. With expertise in project management, engineering, and technical safety, Dhawi has led numerous projects from conception to completion, ensuring successful delivery on time and within budget.

Dhawi holds a Bachelor’s degree in Chemical Engineering from King Fahd University of Petroleum and Minerals (KFUPM) in Dhahran, Saudi Arabia. He graduated with honors and was awarded the Dean’s List Honor for three consecutive years. After his bachelor’s degree, Dhawi pursued a master’s degree in Safety Engineering from the University of Maryland in College Park, Maryland, USA.

Upon completion of his master’s degree, Dhawi joined Saudi Aramco in 2003 as a Process Engineer in the Engineering and Project Management Division. He later moved to the Technical Services Department as a Technical Advisor for Loss Prevention. In this role, Dhawi was responsible for leading technical studies, risk assessments, and process safety reviews. He also developed and implemented safety management systems and provided technical safety support to various departments across Saudi Aramco.

In 2009, Dhawi joined SATORP, a joint venture between Saudi Aramco and Total, as the Engineering Manager for the Project Management Department. He led a team of engineers responsible for managing the front-end engineering design (FEED) and detailed engineering phases of the project. During his tenure, SATORP achieved significant milestones, including the completion of the FEED and the award of several contracts.

In 2011, Dhawi was promoted to Technical Authority for Safety and Environment at SATORP. In this role, he provided technical leadership and guidance to the project team in matters related to process safety, environmental compliance, and regulatory requirements. Dhawi also played a key role in developing and implementing the project’s safety and environmental management systems.

In 2014, Dhawi returned to Saudi Aramco as a Project Manager for the Ras Tanura Refinery Expansion Project. This was a multi-billion-dollar project aimed at expanding the Ras Tanura Refinery’s capacity to process crude oil. Dhawi was responsible for managing the project’s engineering, procurement, and construction (EPC) phases. He led a team of over 300 professionals and successfully delivered the project on time and within budget.

Dhawi’s technical expertise and project management skills have earned him several awards and recognition. In 2010, he received the Saudi Aramco Excellence Award for his outstanding contribution to the company’s safety management system. In 2016, he received the Chairman’s Award from SATORP for his leadership and contribution to the project’s success.

Dhawi is also a registered professional engineer in Canada and a member of several professional associations, including the American Institute of Chemical Engineers (AIChE), the Institution of Chemical Engineers (IChemE), and the Society of Petroleum Engineers (SPE).
